1 Dijo Samuel a todo Israel: Ya veis que os he oído en cuanto me habéis dicho y que he puesto sobre vosotros un rey. 2 Ahora, pues, tenéis ya rey que marche a vuestra cabeza. Yo ya soy viejo y he encanecido, y mis hijos ahí los tenéis entre vosotros, como unos de tantos, He estado al frente de vosotros desde mi juventud hasta hoy. 3 Aquí me tenéis. Dad testimonio de mí ante Yahvé y ante su ungido. ¿He quitado a nadie un buey? ¿He quitado anadie un asno? ¿He oprimido a nadie? ¿He perjudicado a nadie? ¿He aceptado de nadie presentes, ni aun un par de sandalias? Pues yo voy a invocar a Yahvé, y Yahvé tronará y lloverá, y veréis así cuan grande es a los ojos de Yahvé el mal que habéis hecho pidiendo un rey. 18 Invocó Samuel a Yahvé, y aquel mismo día dio Yahvé truenos y lluvia, y todo el pueblo tuvo gran temor de Yahvé y de Samuel; 19 y dijeron a éste: Ruega por tus siervos a Yahvé, tu Dios, para que no muramos, pues a todos nuestros pecados hemos añadido el de pedirnos un rey. 20 Samuel les dijo: No temáis; habéis hecho todo ese mal, pero no ceséis de seguir a Yahvé y servirle con todo vuestro corazón. 21 No os apartéis de él, porque será ir tras vanidades que no os darían provecho ni ayuda alguna, porque de nada sirven. 22 Yahvé, por la gloria de su nombre, no abandonará a su pueblo, ya que ha querido haceros el pueblo suyo. 23 Lejos también de mí pecar contra Yahvé, dejando de rogar por vosotros; yo os mostraré el camino bueno y derecho. 24 Temed sólo a Yahvé, servidle fielmente y con todo vuestro corazón, pues ya habéis visto los prodigios que ha hecho en medio de vosotros. 25 Pero, si perseveráis en el mal, pereceréis vosotros y vuestro rey.

Las aclamaciones populares al nuevo rey dejaban en segundo plano al que hasta entonces fue juez en Israel, Samuel. Comprendió este venerable anciano que su ocaso había llegado; que el rey que en nombre del Señor había elegido le deshancaba. Mejor era retirarse a tiempo. Pero, en aquella atmósfera de jolgorio y victoria, temió que el pueblo pronto le olvidara y juzgara severamente sus actos. En previsión, quiso arrancar del pueblo un testimonio unánime que le absolviera de cuantas imputaciones pudieran hacérsele en lo sucesivo, testimonio que debía darse ante Yahvé y su ungido, el rey (9:16; 16:6; 24:7).
En primer lugar, parece decirles: Queríais un rey, pues ahí lo tenéis. Anhelabais un caudillo; está en medio de vosotros. En este punto he seguido la voluntad popular. Por lo que a mí atañe, debo decir que mi misión ha terminado; yo soy viejo ya y encanecido; me sucede un rey apuesto y joven. Tampoco me dejé llevar del sentimiento paternal entronizando a uno de mis hijos; ahí están, como unos de tantos. Porque se portaban mal (8:3), les quité sus atribuciones. He obrado, como veis, siempre a la vista de todo el mundo; nada he tratado de ocultar. ¿Alguien puede achacarme algo? Todo el mundo reconoció su santidad, su amor a Israel, su administración honesta; se despedía del pueblo con el alma rebosante de méritos, pero con los bolsillos vacíos.
Samuel, antes de marcharse, tiene que objetar algo al pueblo: echarle en cara su ingratitud para con Yahvé, cuyo último brote fue haber pedido un rey, cuando Yahvé es el verdadero y único rey de Israel. Vosotros, sigue diciendo al pueblo, habéis pedido un rey, y Yahvé, bondadoso, ha abdicado de sus derechos para daros gusto. En el conspecto histórico que traza el autor sagrado y pone en boca de Samuel no se sigue el orden cronológico de los hechos (Jue c.4-5; c. 13-16; 3:12-30). El discurso es muy parecido a la recapitulación que hace Josué antes de morir (Jos c.24).
La profunda impresión que causaron en el pueblo las palabras de Samuel creció al desencadenarse una tempestad, con truenos y lluvia, en los días de la siega (mayo-junio), fenómeno que no se da en Palestina por aquel tiempo. El milagro está, además, en presentarse el fenómeno atmosférico como efecto de la oración de Samuel. Estando el pueblo aterrado, humillado ante la superioridad de los elementos y del poder de Samuel, escuchó la recriminación que le hizo éste de haber pedido a Dios un rey. No es que Samuel pretenda retirar al rey que ungió en nombre del Señor, pero le recuerda que, con rey o sin él, la salvación de Israel estriba únicamente en servir a Dios y temerle.

Aliento y advertencia. Los oyentes de Samuel podrían haber cuestionado si su interpretación de la historia de Israel era correcta. Cualquier duda fue disipada por una señal milagrosa del cielo. Al comienzo del verano, el tiempo de la siega del trigo, normalmente no habría ni truenos ni aguaceros en la tierra de Israel, así que la predicción y su pronto cumplimiento eran prueba de que Dios hablaba por su intermedio. Todo este pasaje muestra que Samuel era un profeta en todo el sentido de la palabra. Analizó el pasado y el presente, predijo el futuro, recordó a Israel las bondades de Dios, los exhortó que dejaran la idolatría y prometió interceder por ellos en oración y enseñarles lo bueno y recto.
