Medidas de seguridad (7:1-3).
1 Cuando estuvo terminada la muralla y hube puesto las hijas de las puertas, los porteros, los cantores y levitas dedicáronse a sus funciones. 2Confié el gobierno de Jerusalén a mi hermano Jananí y a Jananías, jefe éste de la fortaleza, hombre superior a muchos por su fidelidad y por su temor de Oíos, y les dije: Las puertas de Jerusalén no han de abrirse hasta que caliente el sol, y se cerrarán al ponerse, echando los cerrojos; y los habitantes de Jerusalén harán la guardia cada uno en su puesto delante de su casa.

Una vez puestas las hojas de las puertas, los porteros hiciéronse cargo de las mismas. A primera vista choca la mención de cantores y levitas cabe a la de los porteros. Muchos autores (Batten, Bertho-Let, Rehm, Gelin, Michaeli, etc.) los eliminan del texto, y explican su presencia en él por tratarse de una lista de nombres casi mecánica y de una lamentable confusión entre los porteros del templo y los de la ciudad. Un amanuense, acostumbrado a leer las tres palabras juntas (Esd_2:70; Esd_7:7; Neh_7:72; Neh_10:29; Neh_13:5) las repitió mecánicamente aquí. Los pocos exegetas que siguen el texto aducen las circunstancias extraordinarias por las que atravesaba la ciudad, en régimen de excepción. En tiempos normales eran solamente los porteros los que vigilaban las puertas; pero en un ambiente de hostilidad, interna y externa, no es de maravillar que Nehemías tomara medidas extraordinarias y, no juzgando suficiente el número de los porteros, echara mano de otros que tenían una posición oficial y de cuya probada fidelidad podía fiarse (Fernández).
De Jananí se habló en 1:2; se duda si era hermano de Nehemías en sentido estricto. De Jananías se sabe que era fiel y temeroso de Dios. Debía de ser de condición humilde, pero superaba en virtud a otros muchos que alardeaban de religiosos y patriotas, desmintiendo en la práctica lo que afirmaban de palabra. A Jananías estaba encomendada la vigilancia de la fortaleza, de la birah, baris, o torre Antonia, que se hallaba en la extremidad noroeste del templo. Las puertas de la ciudad abríanse de día y cerrábanse de noche, cuando todavía había sol, según lección de Aquila y Siríaca. Este parece ser el sentido del v.3, cuyo texto masorético debe corregirse ligeramente. Circunstancialmente había dos clases de guardias: los que lo eran de oficio y los que vigilaban el trecho de la muralla delante de su casa.

Repoblación de Jerusalén (7:4-6).
4 La ciudad era espaciosa y grande, pero estaba poco poblada y había muchas casas sin reedificar. 5 Mi Dios me puso en el corazón reunir a los grandes, a los magistrados y al pueblo para hacer el censo. Hallé un registro genealógico de los primeros que habían vuelto, y vi escrito en él lo siguiente: 6 Estos son los hijos de la provincia (judea) que subieron del destierro, los que había llevado cautivos Nabucodonosor, rey de Babilonia, y volvieron a Jerusalén y a Judá cada uno a su ciudad.

No cabe imaginar el área de Jerusalén en tiempos de Nehemías como la que ocupa actualmente. No puede calcularse el número de Abitantes, y sería aventurado señalar un censo superior a los diez mil. Porque aunque regresaran de Babilonia 42.360 judíos en tiempos de Zorobabel, muchos de ellos se establecieron en los pueblos de la provincia (Esdr 2:70; Neh_7:72; Neh_11:3), por disponer allí de tierras, por ser más llevadera la vida (Neh_5:1-19; Neh_11:3)y por estar allí el sepulcro de sus mayores. Reconstruida la muralla de la ciudad, era fácil que muchos judíos de los pueblos circunvecinos se trasladaran a la capital, por considerarse allí más seguros. Nehemías favorecía la im migración a la ciudad con el fin de formar una aglomeración compacta de muchas familias. Dícese en el texto que había muchas casas sin reedificar. No quiere esto decir que la ciudad estuviera en ruinas, sino que muchas casas derruidas con ocasión de la toma de Jerusalén por Nabucodonosor no fueron levantadas de nuevo. A medida que llegaban nuevas olas de sionistas, levantábanse casas (Age_1:4-9), devolviendo a la capital el aspecto urbanístico que tuvo antes de la cautividad. Pero quedaban muchos solares baldíos y casas derruidas que no encontraban una mano que los redimiera. Sin embargo, la expresión casas sin reedificar puede tener el sentido de familias que no estaban constituidas, alegando para esta interpretación el v.3 y Ageo (Age_1:8). La frase construir una casa debe entenderse, dice Gelin, de formar una familia (Pro_24:27; Rut_4:11). ¿Cuántos eran los repatriados? ¿En dónde habitaban? Para hacer el censo convocó Nehemías una asamblea general en vistas a reconstruir la genealogía de las familias. Esto le permitirá saber con certeza qué familias conservaban su pureza de raza y cuáles habíanse contagiado con matrimonios mixtos. Un elenco de familias repatriadas en tiempos de Zorobabel facilitó la tarea. Dicha lista yacía en algún archivo de la ciudad. Nehemías la juzgó tan importante, que la incorporó en sus Memorias, ejemplo que siguió más tarde el cronista o autor del libro de Esdras. Aparte de pequeñas variantes de nombres y cifras, debido a la tradición textual, ambas listas convienen.

Familias que volvieron con Zorobabel (Rut_7:7-68).

En el v.7 se leen los nombres de Azadas, Raamías, Misperet y Nahum en lugar de Seraya, Raelayas, Mispar y Rehum. En el v.10 2 halla el número 652 en vez de 775 (Esdr 2:5). Otras diferencias Amérales en v.11:13:17:32. Gran parte de las lecciones variantes se explican por desidia de los copistas y por el afán de otros de querer concordar ambas listas.

Regalos al templo (7:69-72).
69 Algunos de los príncipes de las familias dieron para las obras. El tirsata dio para el tesoro mil dáricos de oro, cincuenta tazones y treinta vestiduras sacerdotales; 70y los príncipes de las familias dieron para el tesoro de la obra veinte mil dáricos de oro y dos mil doscientas minas de plata; 71 y lo que dio el resto del pueblo fueron veinte mil dáricos de oro, dos mil minas de plata y sesenta y siete vestiduras sacerdotales. 72Habitaron los sacerdotes, los levitas, los cantores, los porteros, los netineos y todo Israel en sus ciudades. Llegado el séptimo mes ya estaban los hijos de Israel en sus ciudades.

A medida que el elenco toca a su fin, se observa mayor discrepancia entre el texto de Esdras y el de Nehemías. El v.69 no se halla en Esdras. Algunos jefes de familia dieron para la obra; en Esdr 2:68 se dice que las limosnas iban destinadas a las obras del templo. Un dato nuevo es el donativo del gobernador (tirsata), probablemente Zorobabel. ¿Es acaso Nehemías? Los LXX citan expresamente su nombre. Distingue el texto tres clases de donantes: el gobernador, los jefes y el pueblo. El v.72 y el primero del capítulo siguiente se reproducen casi textualmente en Esdr 2:70b-3:1. Acaso sea éste su lugar propio, por tratarse de un fragmento de las memorias de Esdras, que cita el cronista. Cuando este último tomó la lista de Neh_7:6-72a, para insertarla también en Esdr c.2, dejó subsistir estos dos versículos, que preparan la lectura de la Ley, y no el restablecimiento del altar, de que se habla en Esdras (Michaeli).

1 Now it came to passe when the wall was built, and I had set vp the doores; and the porters, and the singers, and the Leuites were appointed,

La necesidad de repoblar Jerusalén

Reconociendo los peligros ya mencionados, Nehemías primeramente adoptó medidas a corto plazo para mantener la seguridad de la ciudad (1-3). A largo plazo, sin embargo, lo que se requería era una población vital dedicada a las normas y principios que Nehemías defendía. Por lo tanto, él recurrió a lo que puede parecer una medida un tanto drástica al organizar el movimiento de un grupo bastante grande de personas del campo a la ciudad. Como base para esto decidió utilizar la lista de los que habían regresado a Jerusalén primeramente (cf. Esd. 2). Aunque sabemos que mientras tanto otros grupos habían regresado también, la repetición de la lista en el contexto actual hace esta observación teológica importante: Los que deben poblar la ciudad de Dios están en directa continuidad con la comunidad que anteriormente había participado en la redención de Dios en el segundo éxodo.

Al terminarse la construcción de la muralla lo lógico sería que continuase el relato de una fiesta de dedicación; pero tenemos que leer una serie de episodios antes de encontrar dicha fiesta en el capítulo 12. Rodeada la ciudad con su muralla almenada, se aprecian los vacíos internos por la falta de casas y vecinos. Así pues, le queda a Nehemías una nueva tarea. Repoblar, pero parece que la capital no atraía: ¿solamente por la inseguridad? Quizá también porque no ofrecía buenas condiciones económicas, a no ser que uno fuera empleado del Templo, y aun éstos vivían en buena parte en sus posesiones o en poblaciones vecinas.
